That is the only explanation I can come up with to account for you gaining the necessary ‘ information’ required to arrive at your conclusion. If I decided to give a set a negative rating it is because I didn’t like it and whatever reason I have for doing so is my prerogative. Is that not the fundamental principle of a system based on the allocation of positive and negative ratings? To sum up, your theory is off the mark.
